Carlos Catalão, born in Lisbon in 1979, has a degree in Pharmaceutical Sciences from the Instituto Superior de Ciências da Saúde Egas Moniz and a postgraduate degree in Medical Marketing from ISCTE. He has worked for 20 years in the medical devices sector, where he has held positions in the areas of marketing, medical affairs and market access. He is currently Director of Medical Affairs and Health Policy for the in vitro diagnostics division of Roche in Portugal, and is involved in several projects such as the integration of digital solutions in screening programmes or as enablers of precision medicine, value-based access models and the economic evaluation of new technologies in the area of in vitro diagnostics.

Born in Mozambique, he began his academic training in Medicine at Eduardo Mondlane University, which he completed at the University of Coimbra.
He specialized in Radiotherapy, completing his internship at the Francisco Gentil Portuguese Oncology Institute in Coimbra, where he worked as a specialist until May 2006.
In June 2006, he opened Quadrantes Faro – Algarve Radiotherapy Unit, part of the Joaquim Chaves Group, where he began his duties as Director of the Unit. In February 2009, he opened Quadrantes – Funchal Radiotherapy Unit, part of the Joaquim Chaves Group, where he collaborates and helps to implement and develop the unit in close collaboration with SESaram.
A member of the main national and international scientific societies related to oncology as a whole, he was the founder of the Portuguese Head and Neck Cancer Study Group.
Hélder Mota Filipe

He was one of the first CMIOs in Portugal in 2009-2013 at Hospital Fernando Fonseca, Lisbon. During the years at the Ministry of Health he was responsible for setting the agenda for eHealth in Portugal. He was president of SPMS, Portugal’s Digital Health Agency for close to 7 years, where he led National eHealth. He represented Portugal for 8 years and was the former Member States co-chair of the EU eHealth Network, the highest policy body on eHealth in the Union.
Elected Fellow of the International Academy of Health Sciences Informatics (within IMIA) in July 2020. He is National Defence Auditor for Portugal. From August 2020 till December 2024, he integrates the HL7 Europe Foundation Board of Directors. He has worked as Senior Consultant for the Regional Action Plan on Digital Health for WHO Western Pacific Region He now works as an academic at ISCTE Business School, one medical school (FCS-UBI), and at Korea University Medicine (Visiting professor), teaching and researching in Digital Health, Healthcare Systems and Transformation, Leadership and Management education for Medical Students and Health Professionals, he has authored a series of papers some of which looking at new trends for digital health at Global, European, National and Hospital levels. Rui Nunes is a Physician, Vice-President of the National Academy of Medicine, Professor at the Faculty of Medicine of Porto (FMUP), and the first PhD in Bioethics in Portugal. He holds the Title of Aggregate in Medical Sociology and the Title of Aggregate in Bioethics.
He is Director of the Bioethics Center at FMUP https://upbioetica.org/ He is Director of the Doctoral Program in Bioethics and the Doctoral Program in Palliative Care. He is president of the Ethics Committee (FMUP), member of the Forensic Medical Council (Ministry of Justice), and member of the National Ethics Council for Life Sciences.
He is President of the Portuguese Bioethics Association. He is the President of the International Chair in Bioethics and the President of the 17th World Conference in Bioethics www.bioethicsljubljana2025.com. He was the first President of the Health Regulatory Authority, and was Director of the Porto School of Health Technologies. He has received numerous awards, including the Certificate of Appreciation from the European Health Management Association, the Institutional Medal from the Federal Council of Medicine (Brazil), and the Gold Medal from the Assembly of the Republic in Human Rights.

Tiago Taveira-Gomes
MD, ME, MSc, PhD
Tiago Salgado de Magalhães Taveira-Gomes is a physician and visiting Assistant Professor at the Faculty of Medicine of the University of Porto (FMUP) and at the Faculty of Health Sciences of the Fernando Pessoa University. He completed his degree in Health Sciences, an Integrated Master’s Degree in Medicine and a PhD in Informatics and Medical Education at FMUP. He obtained a Master’s Degree in Computer Engineering from the Faculty of Engineering of the University of Porto with a special focus on the application of AI in the context of Primary Health Care, and is also a specialist in General and Family Medicine by the Portuguese Medical Association.
Having started his professional career in the NHS, always focused on the intersection between medicine, technology and innovation, he currently dedicates himself to academic and professional activity in business and international consortiums, having founded several companies focused on different aspects of Digital Health and Artificial Intelligence in Health. He is currently focused on the implementation of large-scale training initiatives for health professionals, particularly in observational research using electronic clinical records, among others.
